Carmen McCutcheon, JD, MA
Ms. Carmen McCutcheon is a Senior Evaluation and Planning Associate with KHA Inc, where she conducts organizational planning and program evaluations for foundations and other nonprofit organizations, addressing issues such as health, rural development, education and policy organizing, communities of color, healthy eating and active living (HE|AL), food and policy organizing, and early childhood development. Ms. McCutcheon’s contributions to KHA Inc have focused on the intersection of policy and philanthropic practice. As lead for evidence queries for KHA Inc, her key contributions include policy analyses, qualitative data analyses, and environmental scans.
Since 2006, Ms. McCutcheon has been employed by various arms of the South Carolina General Assembly. Between 2006 and 2015, she was employed by the General Assembly’s Legislative Audit Council to perform legislative program evaluations of state agencies. In her role as a senior auditor, Ms. McCutcheon performed and supervised professional performance auditing in accordance with Generally Accepted Government Auditing Standards (GAGAS). Since December 2015, Ms. McCutcheon has been employed by the South Carolina House of Representatives as an analyst and auditor for the House’s agency oversight committee.
Ms. McCutcheon serves her community through participation in local chapters of various organizations, including the Links Inc., the Young Lawyers Division, and the National Alumnae Association of Spelman College. She is an active volunteer with United Way of the Midlands, chairing the Public Policy subcommittee and serving on the Health Council, Young Leaders Society’s Steering Committee, and Women in Philanthropy’s Grants Committee.
Ms. McCutcheon earned a BS in Biology from Spelman College. She also earned a JD, an MA in Public Policy, and a graduate certificate in Health Policy from Duke University. She lives in Columbia, South Carolina.
