Carmen JM Simon

Carmen JM Simon is a Consultant with KHA. She has focused on the intersection of policy and philanthropic practice, and her key contributions include policy analyses, qualitative data analyses, and environmental scans. Mrs. Simon has led organizational planning and program evaluations for foundations and nonprofit organizations in the areas of health, rural development, equitable communities of color, healthy eating and active living (HE|AL), early childhood development, education, and food systems development.

Mrs. Simon has been employed by various arms of the South Carolina General Assembly, including the Legislative Audit Council where she supervised and performed legislative program evaluations of state agencies, in accordance with Generally Accepted Government Auditing Standards (GAGAS). She is currently an analyst and auditor for the South Carolina House of Representatives’ agency oversight committee. Mrs. Simon earned a BS in Biology from Spelman College. She has a JD, an MA in Public Policy, and a graduate certificate in Health Policy from Duke University.  She is admitted to the state bars of Georgia and South Carolina.
